Serapio was born in an igloo at Aqunnerq, an outpost camp between Hall Beach and Igloolik. He occasionally carved when he was young but began carving for a living in 1993 when he moved to Ottawa. His interest in carving grew as he talked with gallery owners and other carvers about Inuit art. He participated in art and business courses offered by the Inuit Art Foundation. In August 1995 he decided to apply to Nunavut Arctic College Fine Arts and Crafts to take the jewellery and metalwork Program.
